I am trying to download a copy of your “Mobile Broadband provider document but the 2 links at Softpedia are not working! I am living in the Philippines helping poor people and the 2 main cellular networks are Globe Communications and SMART Communications. Their USB modems have a instal program that does not recognize Linux (Ubuntu) and when I try to complete the install using WINE it says I don’t have permission to access the files. Can you please help as the kids I am trying to teach computers to only have Linux OS and this island only has cellular service, no land lines.

It’s great that you are doing so wonderful work! I’m glad to help you the best I can.
I’m not aware of Softpedia or any links they might be offering, but anyway they probably point to some old files in my blog. After I made some internal changes in my homepage I accidentally broke the old files and I have not fixed them yet. Anyway they don’t have any real value today as they are outdated. Mobile broadband support has progressed pretty nicely on GNU/Linux during these couple of years.
Those modems you are talking about are most probably “flip flop” devices. That means that at first they seem to be some sort of USB storage devices that contain MS Windows driver. Once installed on MS Windows the driver just “flips” the device to modem state and that’s the only function of the driver.
Now as you have noticed the drivers don’t work under WINE. But luckily there’s a better solution for this: USB_ModeSwitch
USB_ModeSwitch does exactly the same as the MS Windows driver; switches the device to modem state. It might require some manual setup, but once it’s set up for your hardware it works automatically and the users can experience fluent mobile broadband experience.
